The role of the Responsible Person is defined in the Regulatory Reform (Fire Safety) Order 2005. The Responsible Person is legally obliged to protect the safety of all persons within a building (including employees, residents, customers, and visitors) in relation to fire prevention. This includes everything from fire risk assessments and evacuation procedures to maintenance of fire safety assets and ensuring clear and operating fire exits on a daily basis.

Understanding the scope of your duties and liabilities is essential, as these are not just theoretical obligations – they are legal requirements. The consequences of non-compliance are real, even if a fire does not occur. Responsible Person(s) can be held accountable for failures in fire safety – extending to fines or potentially criminal prosecution.
If you are a business owner and have delegated fire safety duties to other managers or staff members, it is important to understand that they too may have legal liabilities under the Regulatory Reform (Fire Safety) Order 2005. However, the ultimate responsibility remains with the Responsible Person.

The course covers elements such as legal responsibilities, risk assessment, fire safety management, ensuring compliance and effective safety oversight. Participants will learn the importance of comprehensive fire safety management, how and why necessary safety measures are implemented, and how to maintain fire safety documentation with an overall view to enhancing awareness of the legal liabilities within this role.
Course Content:
- To empower the Responsible Person of an organisation/business with the knowledge and measures that help their workplace to maximise safety from fire.
- An overview of the Articles listed within the Regulatory Reform Order (Fire Safety) 2005.
- Importance of fire safety in non-domestic premises and role of the Responsible Person in ensuring safety from fire.
- Identification of who is the Responsible Person of an organisation/business.
- Responsible Person's legal duties.
- Fire Risk Assessments - Responsible management - Application of time scales - Fund allocation.
- Fire Safety Measures - fire detection and warning systems, escape routes and emergency lighting, fire doors/inspections, portable firefighting equipment management, staff training, evacuation drills etc.
- Ensuring maintenance and appropriateness of such measures, managing and facilitating fire drills and staff training.
- Identification of chemicals/flammable liquids/cylinders and their effective management.
- Drafting of policies (to include but not limited to) - Fire Emergency Evacuation Plan (FEEP), Personal Evacuation Plans (PEEPs) for vulnerable persons, management of contractors and work processes, drafting of DSEAR/COSHH registers and assessments.
- Record Keeping and Review – the importance of records (including fire risk assessment reviews), fire safety measures, maintenance and testing of equipment, importance of such record-keeping to demonstrate compliance with Regulatory Reform Order (Fire Safety) 2005.
- Responsible Person must review and update the fire risk assessment and all other fire safety measures regularly, and whenever there is a significant change to the premises or its use.

- Who should attend this course? Responsible Persons, Directors, Co-directors, Managers, Duty Managers/Supervisors and anyone else in your business who has been designated to assist the Responsible Person with Fire Safety responsibilities (such as those within the Health and Safety or Facilities Department).
- Course is approximately 7 hours (full day).
- Competency is valid for 3 years.
- Prerequisites - none needed for this course.
- Theory/presentation based - please designate a room large enough for the number of candidates you have for the training, plus our instructor.
- To help us get to know your business prior to our presentation, please send us a copy of your FEEP and Fire Policy.
- A brief walkaround your building (if desired) to highlight any key areas talked about within the presentation.

We validate our Responsible Person Training for 3 years on the understanding that regulations can change. You should undertake this training as frequently as you feel necessary bearing in mind that your employees may change through staff turnover and thus new applicable employees may benefit from this training.
